Preheat oven to 350°F and spray an 8x8 or 9x9 baking dish with non-stick spray; set aside.
In a large bowl, whisk together oil, sugars, eggs, and vanilla.
In a medium bowl, whisk together dry ingredients: flour, cocoa powder, salt, and baking powder. Add to wet mixture and whisk just until combined.
Add in chocolate chips and stir (you can use a ½ cup extra chocolate chips if desired). Sprinkle a few extra chocolate chips on top.
Bake for 30 minutes, remove from oven and let brownies cool for 10 minutes. Cut into squares and enjoy! Vanilla ice cream is highly recommended!
